In my experience that's maybe true of some types of lawyers but there are entire fields of law in which the vast majority is woefully incompetent. Outside counsel for corporations is often catastrophically bad, at the level you'd expect from grifter consulting firms.

The deeper issue, beyond @mcnees's damning find, is the total opacity of the selection process: there's no way to know why you get this result. Google proceeds by pure authority, and authority without accountability is, well, authoritarian.
