That's a good question and it depends notably on whether DNT is legally binding and on whether there is a clear path to exceptions. Browser tools are not always very nuanced and sites don't have a standard way to communicate exceptions.

Some apps I allow telemetry, others not. If browsers just brutally block, that doesn't work, whereas with an exception mechanism there's a way. Also, most browsers blocking is about third parties (it's hard to usefully block first parties without breaking).

But DNT has useful first-party semantics. I'm still thinking it over but I may be switching over from doubting. We're seeing DNT above 15%, even in Chrome which hides it carries and doesn't even use it in incognito. That's very high given the conditions!
