I’ve been out of the loop a while, but two I recall (and I have a notion of the right options, too, if you want) are pdf2htmlEX and k2pdfopt.
pdf2htmlEX gives you visually good HTML, but not responsive or semantic — but it can be a good starting place to hack the rest.
