1. The best you can do (that I know of) with them is a variant of DNT. At that point, it's better to do DNT minus the risk. 2. If adtech had demonstrated an interest in governance and self-regulation, this might be a conversation. But the past twenty years have been the opposite.

Generally, the technical features of the proposal lend themselves to easy cheating and to substantial risk for users without a clear demonstrated benefit to anyone other than adtech.
