"Helped flourish" is a bit of an understatement. Under CDA230 Google has less liability for all of YouTube than your local bookstore does for the books it carries.
This lack of checks and balances is essentially a subsidy on runaway scale and monopoly.
CDA230 is good for the Internet in the same way that Citizens United is good for politics.
That said I would be shocked if that specific EO 1) held up and 2) got reform right. All it'll do is bring grist to the mill of people who still think it's 1993.
