Do you have a specific example? Having rules is kind of a hallmark of governance, refusing to learn them doesn't mean the others are doing regulatory capture. The web is a massively distributed system with organic evolution. There are reasons why things work differently.

Every few years a bunch of companies show up and scream bloody murder that things don't work the way they do in their own lobbying group that does a bit of bad tech as a side gig. These folks seem no different?

I've heard the reg capture argument before. But as a kid n00b from a tiny startup no-one had heard of with a motley alliance I prevailed over the monsters of the day, IBM and Microsoft, by paying attention to how things work and why. So, uhm, citation needed?

I'm not saying things are perfect, implementors always have excessive power. There's no magic. But it's almost shocking that they don't have more.
