The Internet was disruptive! That's a good point on gating access. You know who used that to unfairly dominate markets? Newspapers! Damn good at it, too. But then the regulators intervened and that's how we have quality news instead of a cartel.

The problem today is not at all about preserving any business model. It's about eliminating abuse from dominant players. Not to keep old things, but on the contrary so that we can have new ones.
With Spotify, there can be very little innovation in music beyond what Spotify thinks music should be. If tomorrow I make a revolutionary olfactory synesthetic album, I'm fucked. Spotify can't run it because they took the business of pumping out the bytes from me.
It's the same with the strip mall web you want. We can't "shine through" with content if we can't run our tech. Tech isn't neutral. It shapes the how, what, who of communication.
I'm fine with disruption. But Google isn't disruptive. That was a long time ago! It's just a cheating incumbent.
