Agreed, but I believe that user agents warrant special care. There are cases in which they act as controllers, but no one is looking at their legal bases. They are particularly deceptive because they are supposed to represent the user, but sometimes don't.

Also, user agents are the gateway through which most behavioural data is captured (in digital services), and there are only a few. Clear guidance on their behaviour would be extremely effective. And experts from @W3C and all are there to help.
