I don’t think that "setting another group of actors against” would be the goal; I would be more interested in accountability (as I think you are :). I’m interested in people competing on quality, or on users’ ability to block selectively with some criteria.

I think that pricing in energy costs would help. A lot of data is collected “just in case” without really being able to affect outcomes. That would get trimmed. Creatives that use React and jQuery too.
