Part of the problem is that the defaults on these tools are terrible, and even if you configure them right, which can require some know-how, it can be really easy to revert the good setting.

In general, Google's attitude to producing compliant tooling is very cavalier. Like, we had to appeal to the AMP AC to get the ability to be CCPA compliant in AMP, and even then support was both late and crap. You can tell they are used to seeing the law as optional.
