I really hate to be the cynic but I don't think that's stopped anyone before... I would actually flip it around: policy proposals are all over the place right now and there is significant regulatory risk to these companies that someone will get something stupid to carry the day.

So would it not be perhaps in *their* interest that, if they're going to be regulated, they might as well have it be science-based. It could also use Facebook’s "please regulate us" to good effect.
