There are 100% ways of doing this right. They require that all stakeholders take part in decision-making around the collection and use of this data. That's a far cry from what we have here.

Essentially, (assuming this matches previous behaviour) Google creates prisoner's dilemmas where they didn't exist before, and uses that to extract value. The only out from PD is collective governance. If they wanted to do this right that's how they'd approach it.
