The only use case I've found convincing is for sites that may host arbitrary user content and need to create a boundary yet maintain ACL. Might this be solved with a mechanism to declare one site as the dumb user content of another, with rules to make it safe?

All the other use cases I remember seeing are either privacy violations or "doctor, it hurts when I stab myself in the face" kind of problems. Let's not change fundamentals of the Web because some companies feel they need a bunch of TLDs?
