I think you want to think like a marketer. What's your illegal abortion funnel? (Threw up in my mouth a bit there.) Keywords will be noisy — people thinking about it not following through, unrelated searches, etc.

Also consider that in some states it's going to remain legal if it takes place within some (ridiculously short) time frame — having a pregnancy date would make it easier to pick off who is out of bounds.
