I have the persistent impression that what you are looking for is essentially "governance done right" but I might just be ideologically biased!

Oh, I forgot to add: I don't know if you're familiar with the Aurora Apolito paper, but I think that it might be possible to infer answers to those questions that aren't in favour of voting from her use of IIT to describe the best social organisation.
