I don't think it's user agent principles that keep anyone from participating. I think that the case that this has actual value that would justify the trade-offs hasn't been made. It remains unclear to me that we need cross-context topic targeting.

I don't see it helping quality publishers. If it is effective enough to help service publishers who can't build audiences easily (eg. TimeAndDate) then it also helps fund disinfo. If it doesn't help disinfo, then it doesn't help those either.
