I don't think that wide-scale voting is necessarily bad, it's just that it's limiting. You lose *a lot* of information compared to higher bandwidth interactions with a community that you're governing with. I agree: small scope/many people can work.

I think it's a function of how much information exchange you need to make a good decision.
