Why would anyone be so cruel as to build a browser with tabs but not make them reorderable? Mobile is not an excuse.

Err, no. It is no different from what the page can do. In fact scripts in inline SVG just run in the page.

Also when inlined you need to use the HTML syntax, which is a bit more verbose.
