But it's consent really the best tool to reduce dataflows? To take a concrete example, as you know the dominant browsers are actively privacy-hostile. Would fixing that not already do more than asking all the users in the world for consent?

I feel that people shouldn't even have to think about whether they their browser is a monitoring device. But maybe that fits in your view of consent? It's an annoyingly overloaded word.
