I wonder if @CageJulia’s scheme could use a preference list for overallocation; pick the overallocating at random and move down their preference order. It’s more complex but if I overallocate there are outlets I DON’T want to get any of my voucher money. #StiglerCompetition

So if I know my first choice is popular, I might be tempted to strategically allocate to my second choice. This could lead to weird voting effects. It’s possible I’m overthinking the issue, too. #StiglerCompetition
