I love the intent of this bill (thanks!), but I have questions (some of which may be for rulemaking): • What is the status of IP addresses (which can be used to locate but are necessary for connection) and of WiFi identifiers (which aren't location but can be used as such)?

• Whose responsibility applies if an embedded third party not controlled by the app (or site) carries out the sale and collection? This can happen with ads, SDKs, etc. • The terms can seem to exclude laptops and web sites — is that the intent?

• Why exonerate the operating system? Android collects location for Google continuously. digitalcontentnext.org/blog/2018/08/2… At any rate, many thanks for pursuing this!
