Of course. But my broader concern here is that opaque segments are likely to grow in popularity as tracking unravels, yet the first party has no ability to govern them nor users to evade them other than with one-off email addresses or the such.

I've been wondering what kind of traceability standard one could attach to segments such that some form of verification would be possible. I can think of legal mechanisms but nothing technical.
