There are things to salvage in the Sandbox, but given the risk profile it doesn't seem like a short term thing to me. Hashed emails are problematic. Not resettable, too easy to get ahold of without the user knowing, plenty of fraud opportunities...

But users who want to be tracked could install an extension, auditable, with genuine and centralised user control. It could make the ID available to DSPs that commit to rules and auditing.
