I really don't want to be mean, but... what is a "consumer-provided identifier" that isn't an email, phone number, or something of the sort? I know you're trying to clarify, but reading this I honestly have no idea what this is describing.

Also: "The identifier is sufficiently encrypted so that it cannot be reverse-engineered to identify the person." What is an identifier that doesn't identify?
