Is Mozilla the only one to have published an assessment of developer needs? It would be instructive to see others'. In terms of governance we could run this as a Constitutional Oligarchy of sorts.

Basically have the major engines/browsers propose a plan for the year, then we kick them out of the room and a bunch of representatives from all the smaller stakeholders hash out consensus between the positions.

Frankly, though, this thread makes it sound like their W3C work is Chrome's biggest issue. I don't think it is. Chrome's biggest issue is Google. Without permanent badgering from Google properties, being default on Android, and assist from Google identity it'd be much smaller.

If Chrome's marketshare weren't out of alignment with its quality differential we'd have much more balanced discussions.
