I think the halving of millions is where we can point at actual policy failures. The whole reason organisations do tabletops is to have protocols at the ready when disaster strikes. Most tabletops end horribly precisely so you can have the best response to the worst.

I don't believe that China is handling this because they're authoritarian. I think they were just ready for it because of SARS and friends. Why aren't we ready? That's a very good question to answer. I'm just sceptical that techno-solutionism would help much?
