The kind of issue that @oluoluoxenfree describes is what I was hoping (no doubt way too naively) to help fix when I started out building @wicg_ and discourse.wicg.io. Easy participation, free, open, modern tooling for discussion...

Unfortunately, making things easy also means that those who already have power can even more easily take up bandwidth, and much of it has become a way for Google folks to check the "asked the community" box. I'm unsure how best to fix this.
