On this, I am not certain that I fully agree. I think it depends on product philosophies. Products that are tools, that enable people to increase their agency and do more themselves, can scale to 1bn users because each user can make their own choices.
Products that are more passive-oriented, and that try to do things *for* users and in their stead, will indeed have a harder time scaling because they can only work on some assumptions of legibility and uniformity that at best aren't true, at worst are dangerous.
