I'm not sure what you mean "all that in one team" or "a lot of work". Are you thinking that that team would be doing the implementation work? Because that not the case, and probably wouldn't be possible given the scope is tech+data+advertising+marketing+etc.!

Doing things top-down is the surest path to checklist compliance, precisely because people at the top can't see the details. CEthO says "improve privacy", teams respond with "we support the TCF" — no one will point out that it has no actual real-world impact.

My team routinely coordinates the work of ~70 teams that implement the changes, and when people see something they think isn't right they come and tell us. That trust comes from being with them & building from the fact that they do care, rather than telling them what's ethical.

Anyway, I should probably stop before I write a whole book about the governance of tech in a sequence of tweets :) But I don't think that you can command & control good governance. People think I'm joking when I say I'm running an anarchist commune inside The Times, but… 🙃
