If you have "extremely limited" influence, then your free riding isn't going to cause problems. If free riding can become a problem at scale, then so can governance (not sure why the scare quotes).

There is a whole range of issues from lack of governance, that in the TfL case cover at least safety, price, service to poorer areas, pollution (inc. noise), long-term maintenance, debt… Failure at any of these could easily cause catastrophic collapse. And it's "just" transport.
More generally, I don't think there's an example of a centrally-planned infrastructure system of significant scale carried out under an authoritarian approach that didn't create massive externalities and collapse (cf Seeing Like A State). Is there one you're thinking of?
