It is. I think the difficulties will be 1) making sure they apply the right values, and 2) holding them to not prefer big companies. For governments, it's easy to have just a couple of big cos that you can summon to your office and get some symbolic concession from.

I'm notably concerned about the latter after seeing the commitments @CMAgovUK secured on the Privacy Sandbox. They're directionally fine, but they are almost completely ineffective.
