But that's the thing: this isn't how Web standards work. As per Process §6.2.2 you cannot advance without implementation experience, which means the standard needs to be adopted *before* it is ratified.

But differently, it's a question of fact and not a question of rubber-stamping. That GPC can demonstrate implementation experience, including now by being adopted by major jurisdictions, is exactly the expected order of execution.
