I would say there are several levels: some things should not be consentable (organ sale), some things should be consentable but hard to consent to because risky (research on human subjects), anything that has to be fluid should not involve consent.

If we architect a regulatory system that will make all kinds of processing, from the trivial to the risky, look the same to subjects, then we're really hurting people. Sadly, that's the GDPR as currently semi-enforced. It's a bad system.

Someone should organise a conference on consent so we can all discuss this ;-)
