Can you be a bit more specific about what you mean by "building" it? Do you mean, like, implementing, writing the spec, coordinating?

The spec has a few names on it, for instance: globalprivacycontrol.github.io/gpc-spec/ ;) But anyone can implement (and, for California at least, people really should).
