Gut feeling. I thought it was weird that it was "refused" online but that I hadn't received a matching refusal "come pick your passport up" email. After long enough working with computers you develop a sense for dirty hacks and "smelly" code from just the system behaviour.

It's common when working in a hurry to reuse functionality designed for something else in a dirty way, and that's just what it is: they're using the refused pending supplemental information status to hook the NIE in. It's a quick hack.

Once I had that hypothesis, I knew what to search for and sure enough I immediately found forums with people discussing that.
