Thanks — that's a very good table indeed. I'm not saying that helping with enforcement isn't valuable! It certainly is. I just tend to think that we should clearly distinguish what is meant to help with regulatory accountability from what helps DSs be informed.

The conflation of those two things has created a lot of pain. It's possible to try to hit both (our PP tries!) but it's often very very hard.
