That entirely depends on how the stack is built and on what we consider the scope of web standards to be. There was this "Extensible Web" movement at some point that sought to make it easier to build things (that could be standard for other reasons) atop but without browsers.

Also, non-browser standards have been left by the wayside for way too long, which has contributed to only a fraction of the Web being standardised and entire areas (search, social, chat, etc.) left open for enclosure.
