I would suggest framing the first one differently. We still don't know what the scope of the Web is, so it seems weird to expect that to be answered for Web3. I'd focus on "what should be done differently, what is the problem space." What's missing from this is governance models.

There is a degree of regulation that can be done without direct regulatory support. Basic example: you can only get addresses in the `g.rhea` ILP 'hood if you abide by certain rules; if you fail to abide you lose the ability to receive payments

That goes beyond protocols, etc. but ties directly to them. It can be standardised in the same way we standardises processes, registry management, etc. Other similar things can be back by laws, eg. rights reservation protocols.
