Maybe, we'll see! But I'm not expecting this route to change anything. The playbook predates Google by decades: just delay legal action as much as you can, eventually some will hit but you can use the intervening time and profits to shift to another extortion method.
A great historical precedent for Google is Dupont. Use the money from highly toxic practices to hire tons of top engineers, by the time the law catches up to you, you're dominating other spaces from those ill-gotten gains.
Anyway, the way I see it is that it's on us to use this moment to build another way to run tech, with ads being a huge part to get right. But people are going to have to reckon with what creates market power and how to limit it.
