That's why I think that we need a document capturing the endgame here. If the endgame is basically "like today with no 3P cookies" then we need HB (and @KarlinJosh has suggested that this could be fixed). But if the endgame is a stricter, more opinionated system, then no HBs.

It's hard to assess at the individual spec level without knowing how they fit together, eventually. We're discussing deck furniture but we don't know where the ship is headed :) So far, the Sandbox has been architecturally amorphous and no one has filled the void. PATCG?
