No reason that it should be lawmakers in the national sense (so regulators would likely be a poor choice), there are plenty of other political levels and structures. Think PTA but you get to vote in markets in which you run enough ads.

There's a million ways this would be hard, and we won't design it in a tweet, but we should do it anyway. Them algorithms ain't gonna be saving us.
