I don't think that that's the dichotomy. A problem can be entirely real and yet the solution bad. We could fight climate change by requiring every polluting vehicle to blast the macarena top loud. But we'd just get a lot of macarena.

I'm definitely not saying that the GDPR is alone responsible. But we need to make it work better. It's possible within the GDPR framework, but it needs DPA changes.
