Because it's just not part of our imaginaries? I see the same problem in advertising, media sustainability, search quality, etc. People have all kinds of proposals to layer rules (mostly restrictions) atop the existing system, but never seek to shape the infrastructure.

It's kind of maddening. I think it's part tech determinism, part that the infrastructure is complex and invisible, part that the people who understand how valuable it is to own the infrastructure are paying think tanks to look for solutions everywhere else.
