Infrastructure-wise. Make it cheap and easy to start and run a journal, then start a migration of editorial boards, reviewers, etc. It won't get you Nature, but it can hit a ton of field-specific top journals.

I was also thinking that they don't have to put money towards this, they could mandate open access and cap how much fed-funded research will accept to pay for OA. That would shift the impact factor to affordable journals.
