Newspapers are insanely valuable, and so is their independence. Entrenching (and making it in the media's interest to entrench) a system that challenges that isn't good. It's also hard to tell that it works without the ability to measure the longer-term impact.

I can certainly hear that media needs money and needs it yesterday. A better way of structuring that would be to establish the funding now (as reparations for AMP, etc.), but put it on a decreasing schedule and enshrine collective negotiation over how indexing should work.
