The part that worries me is that it seems unlikely that an interop mandate on its own will create competition on aspects that can be hard for people to gauge such as privacy, disinfo management, or recommendation quality.
There are smaller digital domains in which there is relatively more competition and in which you would *think* that there should be competition on that kind of aspect (eg. fertility or dating) but all tend to be more or less bad.
Making social networks interoperable without fixing other parts of the stack — such as how to produce privacy-preserving advertising that supports products — seems very likely to produce the same outcome.
