I know that this is an issue that warrants deeper and more nuanced treatment than just "muahaha, let's watch the fuckers writhe!" But it's not obvious to me that this would be a bad shock to the system (and I don't think that trees is the right metaphor).

I don't think that it would reduce the breadth of global knowledge. It might reduce speed of propagation, but that is not necessarily a bad thing. It would be a forcing function for interop bit from one geographic mandate but in order to solve a direct problem.

Also, we haven't figured out the governance for this global thing yet. I don't think that states make a good boundary for this, but it's a boundary. It could give us some breathing room as we figure out global governance for digital infrastructure.
