Lawyer friends: is it possible (in some meaningful global jurisdictions at least) to attach terms of use to a standardised protocol? Say I were inventing HTTP today, could I attach some reasonable provisions, eg. on privacy? If so, how would that work?

To be a little less cryptic, what I have in mind is attaching fiduciary user agent duties to implementations of a specific protocol. Can it be as simple as "By implementing this protocol directly or through a library you agree that the User Agent you produce will yadda yadda"?
