It's not 100% of the solution, but I believe that if we create a few fundamental infrastructure public goods, they can generate a light surplus that can be used to fund more *and* have the governance to pick investments.

People think I'm joking when I say we should build advertising infrastructure as a public good, but it would be pretty effective as an early step.
