Does it make sense to govern all of AI in a unified manner? It would seem better to have all kinds of domain-specific bodies plus infrastructural bodies.

There's work in publicai.network. Also not AI-specific and very early, but a tax component *does* help because governance needs money and means to invest: darobin.github.io/wise/
